Basic Function |
Act as the University’s representative on all construction projects from conceptualization through occupancy. Develop project scopes, plans and budgets and identify solutions to problems that arise during construction process, working as part of a team or independently. |
Essential Job Functions |
Manage university capital construction of new facilities, major building renewals and minor renovation projects in coordination with the university community, designers, contractors, code officials, construction management firms and others as needed during design, review, bidding, construction and post-occupancy. Develop project scopes, design and construction documents, provide project estimates, attend job meetings and inspect project sites on a regular basis to ensure contract compliance, appropriate quality and university standards are met and provide appropriate budget control. Oversee construction to ensure that the projects meet the needs of the customer and the long term institutional needs of the University. Ensure that all university requirements and codes are met throughout the design and construction process. Provide on-site supervision and direction and communicate issues and needs to the various constituencies involved in the projects. Maintain and archive project records, as-built and close-out documents. Complete projects on time and within budget. Ensure that decisions are documented and paperwork is handled appropriately. Implement effective methods to track workload and resource utilization in order to measure the efficiency of construction program. Lead the development of construction and design standards: review architectural, structural, civil, mechanical, electrical and plumbing specifications, drawings and submittals. Review construction plans to ensure the least life-cycle cost of ownership and consistency with the existing campus vernacular and sustainability goals of the University. Recommend changes to project designers for improved construct-ability, aesthetics, budget management, long term maintainability and sustainability. Manage the Design and Construction process to ensure that the design and construction teams adhere to university design standards and meet customer expectations. Manage resources assigned to the project; assuring project work is executed in compliance with building and zoning codes, applicable regulations, university standards, safety standards, contract documents, budgets and schedules. Oversee building acceptance and commissioning process to ensure that project specifications are adhered to by building contractors and their sub-contractors. Serve as a University representative for outsource or in-house inspection and testing of project components such as mechanical systems, electrical systems, roofs, hazardous materials and materials of assigned projects as required. Ensure all major construction adheres to LEED Silver standards. Support the university and department’s day to day operations related to building and grounds architectural and structural elements. Perform hands on investigation, lead corrective action and work closely with staff in troubleshooting, repairing, operating and maintaining existing building systems and equipment. Assist in updating and maintaining building and equipment databases, preventive maintenance and safety program information and other information on computers and in paper files. Manage the department’s AutoCAD, paper and electronic files related to buildings, utilities and grounds. Perform other duties as assigned or required. |
Minimum Qualifications |
Bachelor’s Degree in Engineering, Architecture, Construction Management or related field, or, Associate’s Degree in Engineering, Architecture, Construction Management or related field with 5 years construction experience. A minimum of 3 years project management experience related to industrial, commercial or university construction. Demonstrated knowledge of: architectural/engineering design & delivery of professional A/E services; construction project delivery methods and supervision; codes and standards of design for university construction; building and structural systems installation, construction and maintenance. General knowledge: building commissioning and Leadership in Energy and Environmental Design (LEED) certification process; building maintenance operations and requirements related to architectural and structural elements. Must be comfortable in a highly fluid work environment; ability to manage multiple tasks and projects simultaneously; highly organized; ability to plan ahead so as to maximize efficiency based on available resources; ability to gather data and information and use analytical methods to analyze data for trends to determine and evaluate alternatives and provide final recommendations. Proven ability to effectively interact with multiple constituencies through effective oral, written and electronic communication and be committed to a safe and respectful work environment. Strong computer skills in PC based software system utilizing Windows, Microsoft Office, and Excel; ability to create, edit, and print documents in Auto-CAD; familiar with basic accounting terms and practices; ability to manage project budgets. Ability to work as part of a team and independently; willing work in noisy, dirty, hot, cold, wet or confined spaces. Must have a current, valid Ohio driver’s license, or obtain one within the first month of employment, and remain insurable under our university’s liability insurance policy. |
Preferred Qualifications |
Professional Engineer or Construction Manager; LEED Accredited professional; familiarity with Construction Management software applications; familiarity with university construction and buildings. |
Physical Demands |
Willing to work in noisy, dirty, hot, cold, wet or confined spaces typically found on construction sites. |
