Title IX Coordinator
OVERVIEW:
The Title IX Coordinator serves in a highly visible key leadership role and is responsible for development, delivery and oversight of Title IX programs and training for faculty, staff and students of Lawrence University. This position supports the University’s efforts in providing an open, diverse and inclusive learning and working environment by overseeing the prompt and equitable response to reports of sexual misconduct, harassment and discrimination. The Title IX Coordinator reports to the Vice President for Diversity and Inclusion; this is a full time, year round position.
The duties and responsibilities that have been delegated to the University's Title IX compliance efforts include, but are not limited to:
- Education
- Consultation, Investigation, and Disposition
- Institutional Monitoring and Compliance Assurance
- Advising the Vice President for Diversity and Inclusion and other University Officials
RESPONSIBILITIES & DUTIES:
Notification and Education:
- The Title IX Coordinator in conjunction with SHARE (Sexual Harassment and Assault Resources and Education) Committee manages the preparation and dissemination of educational materials, including brochures, posters, and web-based materials that inform members of the campus community of Title IX rights and responsibilities, to the campus community;
- Coordinates training for students about their rights under Title IX and the grievance procedures;
- Coordinates in-service training to all employees about their rights and responsibilities under Title IX and the grievance procedures;
- Assists with the training for the SHARE Confidential Resources on a campus community member’s rights and responsibilities under Title IX and the grievance procedures.
Consultation, Investigation, and Disposition:
- The Title IX Coordinator receives and processes, in a timely manner, inquiries from students, faculty, staff, and administrators regarding rights and responsibilities concerning harassing behavior or other discriminatory behavior in violation of Title IX;
- Receives and processes, in a timely manner, inquiries from third parties who report suspicion of harassing behavior or other discriminatory behavior in violation of Title IX;
- Refers inquiries to other resources when unrelated to Title IX for investigation (e.g. Provost and Dean of Faculty, Student Affairs, Human Resources);
- Receives and processes, in a timely manner, complaints from students, faculty, staff, and administrators regarding rights and responsibilities concerning harassing behavior or other discriminatory behavior in violation of Title IX;
- Receives and processes, in a timely manner, complaints from third parties who report suspicion or harassing behavior or other discriminatory behavior in violation of Title IX;
- Notifies and meets with both reporting and responding parties to ensure their understanding of the process, their rights, and access to support and resources.
- Notifies supervisor(s) of respondent that complaint has been made and the options for resolving the complaint;
- Investigates or arranges investigations of alleged discrimination and/or harassment;
- Interviews or arranges interviews of complainants, respondents, and material witnesses; obtains and review documents and other relevant materials from complainant and/or respondent;
- Issues or monitors the issuance of findings of fact and recommendations for disposition of complaints and notifies all parties regarding disposition;
- Notifies complainants of his or her right to pursue remedies outside of the University grievance process; follows-up with parties regarding implementation of recommendations contained in disposition; seeks assistance from parties' supervisors or advisors, if necessary to implement recommendations;
- Monitors compliance of all requirements and time-lines specified in the complaint/grievance procedures.
Institutional Monitoring and Compliance Assurance:
- The Title IX Coordinator organizes the training of staff and faculty responsible for implementing grievance procedures;
- Coordinates and monitors Title IX efforts of other delegates and University offices that receive and/or investigate complaints, including but not limited to Human Resources, Provost and Dean of Faculty Office, Student Affairs, Campus Safety, University Athletics;
- Organizes and maintains grievance files, disposition reports, and other compiled records regarding complaints of sexual harassment and other discriminatory practices, including annual descriptive reports of number and nature of filed complaints and disposition of complaints;
- Remains knowledgeable of current state and federal laws and regulations and trends in the field of education related to harassment and other discriminatory practices that violate Title IX;
- Monitors the University's Sexual Misconduct Policy and procedures to ensure compliance with state and federal law and regulations; serves as a liaison officer to state and federal government compliance or investigation officers.
- Coordinates and completes accurate record keeping of all reports made under Lawrence University’s Sexual Misconduct and Non-Discrimination Policies.
Advising and informing the Vice President for Diversity and Inclusion and Other University Officials:
- Provides ongoing consultation regarding Title IX requirements, grievance issues, and compliance programs to the Vice President for Diversity and Inclusion and other University officials;
- Assists in resolution of complex harassment and discrimination cases in conjunction with University General Counsel.
- The Title IX Coordinator office will prepare annual statistical reports for the campus community on the incidence of sexual harassment or other Title IX matters.
Other duties as required or requested.
WORKING RELATIONSHIPS:
In addition to collaborating with the Vice President for Diversity and Inclusion, the Title IX Coordinator will interact will all members of the campus community. As needed, will consult and collaborate with University or external Counsel to ensure consistent application of policies.
QUALIFICATIONS:
- Bachelor’s degree, experience in compliance and/or higher education administration required
- J.D. or graduate degree in a related field
- Minimum two years of experience; strong knowledge of Title IX and other applicable laws and regulations
- Knowledge of and experience in the resolution of issues related to gender based harassment and discrimination
- Ability to manage simultaneous complex and time sensitive tasks with accuracy while maintaining appropriate records and adherence to established procedures
- Experience in creation and delivery of programming designed to create positive culture change in a higher education environment
- Ability to maintain high levels of confidentiality
- Strong interpersonal skills to work with a variety of constituencies
