About the Position
|

The Lead Accountant oversees the daily operation of General Accounting, Financial Aid, and Accounts Receivable-Others services. The Lead Accountant oversees the application of accounting principles and practices to the resolution of a variety of accounting functions or problems. The Lead Accountant is responsible for the work and direction of two Accountants II and two Accountants I.
Responsibilities include but are not limited to the following: - Perform advanced professional accounting work requiring a comprehensive knowledge and understanding of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), Federal and State regulations. - Make substantial judgement and discretion. - Be the functional expert in the area of Fund Accounting, Financial Aid Accounting, Bank Reconciliation, and Accounts Receivable and Billing. - Manage Funds and provide reports such as abnormal balances, trust funds, and depository accounts reporting. - Coordinate set up of new trust funds, fund closures, and renewal of Trust Funds Agreements. - Prepare various schedules and analysis needed during year-end process to assists the Director and Assistant Director submit Financial Statements to external auditors and the Chancellor¿s Office timely and accurately. - Lead the day-to-day activities, review and approve the works of Financial Aid, General Accounting, Bank Reconciliation and Non-Student Accounts Receivable and Billing accountants. - Provide training, guidance, and assistance to Accountants I and II and other professional and technical staff. Ensure that assigned accounting activities are carried out in accordance with established policies and procedures and general accounting standards. - Assure that assigned accounting reporting systems and procedures are in compliance with established administrative policies and procedures and acceptable accounting standards; interpret financial reports and statements and identify problem areas. - Prepare complex financial statements and reports, analyze account balances and reconcile balances to external data. - Recommend and implement changes to the documentation and maintenance of business processes, standards and procedures; provide technical advice and consultation to campus administrators. |

Education and Experience
|
||||||||||||||||||||||||
Equivalent to a bachelor¿s degree with a major in accounting, business administration, finance or a closely related field or a combination of education and experience which provides the required knowledge and abilities and equivalent to five years of professional level accounting experience.

Preferred Qualifications
|

- 3 years of experience in higher education and fund accounting.
- Experience using Oracle PeopleSoft ERP general ledger module. - 4 years of professional accounting experience including 3 years in a supervisory capacity experience with GAAP and governmental/fund accounting - Experience analyzing and conveying financial information in a clear concise manner. - Excellent written communication skills. |

- Knowledge of Generally Accepted Accounting Principles (GAAP); office methods and procedures.
- Advanced proficiency with current word processing and spreadsheet software programs, web browsers, query tools, integrated financial systems and/or other types of records management systems. - Excellent customer service and public relations skills. - Knowledge of federal student financial aid annual reporting requirements, and quarterly grant reporting requirements. - Knowledge of Fund Accounting, monthly FIRMS submission, AR/BI People Soft modules, Bank Reconciliation. - Ability to apply accounting principles to the analysis of complex accounting problems. - Ability to prepare clear and accurate financial statements and reports. - Utilize problem-solving techniques in finding solutions to complex accounting problems. - Ability to make decisions and recommendations regarding accounting activities. - Knowledge of the principles, problems, and methods of public and business administration and operational and fiscal management. - Knowledge of the principles and practices of accounting and fiscal recordkeeping as they relate to public-sector construction projects and contract management. - Ability to prepare financial reports and interpret policies and procedures covering a wide range of budget, contract, and accounting procedures. - Ability to monitor computerized accounting records, and to research and correct computer data errors. - Strong oral and written communication skills. - Ability to meet deadlines and prioritize multiple demands. - Ability to lead and motivate staff, communicate effectively with others inside and outside the unit, including conveying technical information to non-accountants. - Ability to provide guidance and training to Accountants I and II and other professional and non-technical staff. |
